1993–Present

Added my Company’s resources with Professional Construction Consulting, Inc., Knoxville, Tennessee. PC2 specializes in surety support, disputes resolution, construction management and cost estimating consulting. Guided a mechanical and electrical engineering firm in forming its own construction division.
Provided surety default rescue services for 2 sureties on 7 contracts.
Provided construction management and scheduling services on 2 troubled projects and throughout total project for 2 others. Provided numerous other construction estimates.

1987 – Present

President/Owner Hillman Construction Consultants, Lenoir City, Tennessee. Management and construction specialist. Expertise in applying personal knowledge in general contracting, construction management and computer systems to the needs of contractors, Prime subcontractors, sureties and other consultants. Civil, structural and architectural manager and construction manager for A.E. Staley at Loudon, Tennessee. In charge of constructing an addition to plant. CSA package totaled $14 M, the total project was $80 M. Consulted with lender to rescue a motel project and a shopping center close-out construction. Expert witness and support to law firm on behalf of surety for a school construction default. Developed a number of preliminary estimates and schedules for architects and engineering firms. Consulted with general contractors to integrate computers for estimating and sales. Designed and implemented a mall tenant build-out unit pricing software package for a general contractor. Consultant with contractors in residential and small commercial remodeling and repair business. Contract construction manager for two buildings for The Tennessee Air National Guard at McGhee Tyson Air Base. A multi-media and a multi-purpose facility totaling $5 M. Subcontractor for Martin Marietta, K-25, Facility and Property Management Department. Primary contact for initiating Facility Management services. Developed scheduling and tracking systems for configuration and control of Facility Management. Provided project management scheduling and commitment tracking for FM management personnel.

Vice President of Operations for Johnson & Gaylon, Inc., Knoxville, Tennessee. Modernized an old company’s operations to current industry standards. Brought in Hillman Corporation Project Managers to improve job costing systems and implement project management procedures and systems. Bargained to impasse with the unions and switched to an open shop. Profitably completed two projects in Nashville, TN. Computerized many estimating and pricing procedures in 1986

President/Owner of Hillman Construction Corporation specializing in commercial construction. Designed and constructed 10 food mart gas stations for one client, 20 in all for various clients. General Contractor for Downtown West Plaza, 62 msf strip center, $1.5 M, 16 tenants. General Contractor and Construction Manager for construction of the Brunswick Mall, Brunswick, GA. 165 msf mini mall, $5 M, 38 tenants, all by adding to the original contract with the Owner.

General Manager/Majority Partner in Hillman-Elder Construction, Knoxville, Tennessee. General Contractor specializing in commercial construction. 48 efficiency apartments for World’s Fair rental housing, $1M. 1982 World’s Fair construction, $1.5 M total volume, including Kodak and Coca Cola Kiosks.

Manager of Construction Operations for Rufus H. Smith and Company, Knoxville, Tennessee. Three HUD financed apartment projects, 495 total units, $15 M.

West Town Mall, Knoxville, 1,000 msf, $16 M, seven stages, four anchors, included interior finishes and 76 mall shop contracts. Northshore Center, Knoxville, 180 msf, $4.5 M, twin mid-rise, eight floor office building. Museum of Atomic Energy, Oak Ridge, Tennessee - 80 msf, $5 M. Neyland Stadium, University of Tennessee, south upper deck, 12,000 + seats, seven months time, $5 M. Supervised four Project Managers and National construction accounts. Directly supervised six Project Managers, administrative staff, warehouse and equipment managers. Reported directly to V.P. Operations.
