BACKGROUND:
Charlie
Franks is a native of Knoxville,
Tennessee, where he attended
the University
of Tennessee and
received a Bachelor of Science Degree.
Charlie has worked as an overseas project manager, project manager,
construction company owner, program manager, and civil engineering university
lecturer. He is well traveled,
completing projects in Australia,
the Middle East, and throughout the
southeastern United States. Additionally he has been active in
scouting, several civic organizations and is Past President of the Knoxville
Chapter of AGC.
EXPERIENCE:
Charlie
was Project Manager for Van Driel Pty. Ltd., Melbourne, Australia. He then joined a Knoxville construction company, Brownlee-Kesterson
where he became Vice President over work in the Southeastern
United States and the Middle East. He left that position to form his own
company. While heading his own company
he also served as Lecturer for Graduate Level Civil Engineering courses at
the University
of Tennessee. He sold his company in the mid 1980’s and
since then has had various project and company management positions with Knoxville based
contractors. In 1995 he joined the
Public Building Authority of Knoxville, TN as Senior Program Manager. Charlie joined Professional Construction
Consulting, Inc. in 2001. Since
joining Pc2 he has also volunteered to head the Supervisory Training program
for the Knoxville Chapter of AGC.
QUALIFICATIONS:
Charlie’s
years in construction have been varied and interesting. Few people have worked in both Australia and
the Middle East, been an engineering college
lecturer, an architect’s representative and handled the administration of
public funds. He has accumulated forty
years of experience as project manager, vice president of construction
operations and CEO. This broad
experience has qualified Charlie as a reputable construction litigation
analyst and expert trial witness.
Charlie’s “seen it all” background gives him a unique perspective from
which to analyze construction.
